Narrative summary of committee work

The Committee undertook the continuing review of reports on the Pre College Programs:

       B-TECH, COLLEGE NOW, CLIP, CUNY START, MATH START, ENGLISH START

When did they begin?

What is their purpose?

What has been the number of students served?

What has been the outcomes for those students?

What is the current number of students served?

How well do these students perform in the intro level credit bearing courses of the College?

How well do these students progress at the College?

(A) Ashley Legitime, BTECH Campus Liaison, reported and will send a written report to the Committee very soon with indication of the numbers involved concerning the rates of retention and academic outcomes and retention in QCC degree programs. Ashley Legitime will send suggestions to Dean Pullin of recommendation for the consideration of the subcommittee related to the relation of the BTECH program to the academic departments receiving these students and related to securing data with regard to the preparation of BTECH students for taking intro level credit bearing courses at QCC. Such suggestions are to be sent to the subcommittee to be considered by the subcommittee at its next meeting.

(B) Bonnie Flaherty, acting CLIP Director, reported on various aspects of the CLIP program. She is working with QCC Office of Research to obtain some significant data on the QCC program. Such information will be presented to the Committee when available.

The subcommittee has not as yet taken up reports on the CUNY START, MATH START, ENGLISH START and COLLEGE NOW programs.

Committee considered and approved of these Recommendations concerning the CLIP program which were sent to: QCC Academic Senate Steering Committee, OAA the Associate Dean of Academics, College President, Provost, and Chair of the English Department.

In order to better secure the CLIP program and support an increase in outcomes as far as retention of students at QCC and their subsequent academic progress and success the pre-College Committee of the Academic Senate recommends the following:

1. Secure and retain a full time director for the CLIP Program as soon as possible
2. Integrate the CLIP program physically into the College campus and insure that at the very minimum its classes are presented in classrooms used by the credit bearing courses of the College so as to welcome and support CLIP students in their identifying with the College and removing them from an environment with less than desirable accommodations
3. Create and maintain a program that will have CLIP instructors consulting with the faculty in the QCC English Department as to their experiences with CLIP students who enter their classes and what their expectations are for them and what the curricular are in the entry level English Classes
4. Secure and retain a Program Support Specialist whose responsibility it is to introduce CLIP students to the QCC College programs, the campus and the supports that are available at the College for them in order to encourage them to remain at QCC after the conclusion of the CLIP program of instruction.

Acknowledgments

There was a good working relationship with the representatives of the Administration overseeing the precollege programs and with the Associate Dean of Academic who answered all questions and supplied documents when requested.

Academic Senate Bylaws

Article VII. Section 17. The Committee on Pre-College

The Committee on Pre-College shall consist of six (6) members of the instructional staff and one (1) student. Ex-Officio members should include the following: Directors of CUNY Start, CLIP, College Now, and the BTECH Campus Liaison.

The Committee on Pre-College shall:

1. Report and recommend to the Academic Senate on services and facilities available to the Pre-College programs.
2. Serve as a mechanism for articulation alignment between the Pre-College instructional staff and students, with respective academic departmental chairs and the Academic Senate.
3. Consider and evaluate proposals received from faculty, students, and the community regarding policies and practices pertaining to Pre-College programs in consultation with respective academic departmental chairs and Dean of Academic Affairs.
4. Recommend proposals and policies that would enhance the operation of the pre-college programs to the Associate Dean of Academics.
5. Serve as a consultative body for the development of Continuing Education and Workforce Development programs.
6. Provide feedback to proposed courses/programs and existing ones to ensure:
   • that they are presented to the related committees and/or academic departments to avoid any conflicts of interest
   • that they are in keeping with the mission and image of college

subsequently reporting these new courses/programs and/or existing ones to the Academic Senate for its information.

The 6 members will be assigned by the Committee on Committees in staggered terms as follow: 2 members from 2020- 2021 (1 year), 2 members from 2020-2022 (2 years), and 2 members from 2020-2023 (3 years).  Thereafter, vacancies will be filled for 3 year terms.
