Subject: Three resolutions—dissolve The Committee on Pre-College, Continuing Education and Workforce Development; establishment of 2 Standing Committees: The Committee on Pre-college with its charges; and The Committee on Continuing Education and Workforce Development with its charges.
The Committee on Bylaws of the Academic Senate unanimously approved the following resolutions on a meeting of April 8, 2020, and now submits these three resolutions for consideration to the Academic Senate:
- Dissolve The Committee on Pre-College, Continuing Education and Workforce Development and create two new Standing Committees of the Academic Senate
Whereas, the primary function of an Academic Senate committee shall be: to study the subjects referred to it by these bylaws or by the specific action of the Senate; to formulate appropriate policies thereon; and to propose such policies to the Senate for action.
Whereas, The Committee on Pre-College, Continuing Education and Workforce Development operates under a scope that is overly broad to address all its charges set forth by the Bylaws of the Academic Senate and Steering Committee of the Academic Senate.
Whereas, Pre-College, Continuing Education and Workforce Development programs are now overseen by two different Deans.
Whereas, The Academic Senate may establish such standing and ad hoc Committees as it determines.
Therefore, Be It Resolved that the Committee on Continuing Education, Pre-College and Workforce Development be dissolved;
And
Therefore, Be It Further Resolved that two new committees be created, The Committee on Pre-College and The Committee on Continuing Education and Workforce Development with relevant charges taken from the dissolved committee;
- Charges to the Committee on Pre-College
Whereas, The Committee on Pre-College, Continuing Education and Workforce Development has been dissolved, and two new committees have been created to replace it: The Committee on Pre-college and The Committee on Continuing Education and Workforce Development.
Whereas, the Steering Committee in consultation with respective Deans and committee members has selected the relevant charges set forth by the Bylaws of the Academic Senate of the dissolved committee and revised as it sees fit.
Therefore, Be It Resolved that new charges be stated for the Committee on Pre-college to address the administrative changes that took place at QCC as well as reflect current tasks conducted by committee members.
From: The Committee on Pre-College, Continuing Education and Workforce Development shall consist of six (6) members of the instructional staff and one (1) student.
The Committee on Pre-College, Continuing Education and Workforce Development shall:
- Report and recommend to the Academic Senate on services and facilities available to the Pre-College, Continuing Education and Workforce Development programs.
- Serve as a mechanism for articulation alignment between the Pre-College, Continuing Education and Workforce Development instructional staff and students, and the Academic Senate.
- Consider and evaluate proposals received from faculty, students, and the community regarding policies pertaining to Pre-College, Continuing Education and Workforce Development.
- Recommend to the Vice President of Pre-College, Continuing Education and Workforce Development proposals and policies which would enhance the operation of the Pre-College, Continuing Education and Workforce Development Program.
To: The Committee on Pre-College shall consist of six (6) members of the instructional staff and one (1) student. Ex-Officio members should include the following: Directors of CUNY Start, CLIP, College Now, and the BTECH Campus Liaison.
The Committee on Pre-College shall:
- Report and recommend to the Academic Senate on services and facilities available to the Pre-College programs.
- Serve as a mechanism for articulation alignment between the Pre-College instructional staff and students, with respective academic departmental chairs and the Academic Senate.
- Consider and evaluate proposals received from faculty, students, and the community regarding policies and practices pertaining to Pre-College programs in consultation with respective academic departmental chairs and Dean of Academic Affairs.
- Recommend proposals and policies that would enhance the operation of the pre-college programs to the Associate Dean of Academics.
- Serve as a consultative body for the development of new Pre-College
- Provide feedback to proposed courses/programs and existing ones to ensure:
- that they are presented to the related committees and/or academic departments to avoid any conflicts of interest
- that they are in keeping with the mission and image of college
subsequently reporting these new courses/programs and/or existing ones to the Academic Senate for its information.
The 6 members will be assigned by the Committee on Committees in staggered terms as follow: 2 members from 2020- 2021 (1 year), 2 members from 2020-2022 (2 years), and 2 members from 2020-2023 (3 years). Thereafter, vacancies will be filled for 3 year terms.
