List of Bylaws charges and notation of “completed” or “not completed” with reasoning for incomplete items
The Bylaws of the College as approved at the Senate state that the Committee shall:
- Report and make recommendations to the Academic Senate on all matters related to eLearning, in particular concerning policies and procedures related to the development of, support for, and offering of fully online, partially online, hybrid and web-enhanced programs, degrees and classes.

According to a resolution passed at the April Senate, instructors who are assigned to teach an asynchronous course section must have completed one of the following three: Quality Matters, eLearning Institute (now on hiatus), or ACUE).
- Committee Chair Monahan also joined the QCC Student Tech Fee Committee, which is charged with budgeting for technology resources and new guidelines for asynchronous classes.
- Committee Chair Monahan joined a new committee, The Committee for Online Teaching. Headed by Dr. Sandra Palmer, the committee is focused on strengthening online courses, particularly in the asynchronous modality.
- Serve as the faculty advisory body for the College’s program for certifying faculty for instruction in online modalities, as developed in conjunction with the Committee; 1. Denis Bejar, Academic Applications Director, continued to be invited to Committee meetings. In anticipation of the requirements for 70/30 in-person instruction, Mr. Bejar on behalf of the Office of Educational Technology (OET), presented two development opportunities to the committee on behalf of CETL:

- Through Title V, a QM certification course (2 week course) available to faculty focusing on redesigning courses based on QM standards and instructional designer.
- Online Teaching Essentials course, CUNY Central, School of Professional Studies. This is similar to the eLearning institute, with a combination of instructional technology and online pedagogy webinars, 3 wks long, modules, fully asynchronous.

- Provide standards for assessment of the quality of online course instructional designs, reviewing and revising these standards as needed;

- During the 2022 – 2023 academic year, members of the eLearning Committee contributed to the Excellence in Teaching Award. Committee Chair Monahan attended an early committee meeting and eLearning member Celia Sporer contributed to the bulk of the committee’s work. The award criteria will consider excellence in online teaching among other qualities devoted to students/teaching/teaching involvement. The inaugural award, named “The Sandra Palmer Award” will be presented in fall, 2023. The application is currently online and available to all faculty.

- Work on the assessment process and criteria related to the eLearning program of the College and report findings to the Academic Senate; and

The work of the Committee to create a resource guide for online teaching commenced this year and will be a central focus in the fall of 2023

- Serve as an advisory body for all matters related to eLearning.
- This year committee members participated in several programs and assisted other committees in matters related to eLearning. We are still gathering resources and will complete our resosurce guide next year.

- Revisit updating committee-specific guidelines, using the Committee Guide Addendum
- An addendum was added to the eLearning Committee homepage identifying the committee charges and responsibilities.

- Revisit your committee goal: Assess online courses to ensure parity of student success with in-person courses
- This work is in progress as we explore hyflex success as well as PNT, FNT and in-person classes.
Summary of actions not covered by above
The eLearning Committee’s actions as initiated by the committee itself are as follows:
- Report on committee representation at tech fee meetings: Committee Chair Monahan attended Technology Fee meetings on April 27, 2023 and May 2, 2023 and reported the discussions back to the Committee.
- Courses labeled FNET, PNET have been discontinued. Discriptors will be PNT (partial internet) FNT (fullly internet) with, hybrid and the new HyFlex forms. Within these modalities will be asynchronous and synchronous designations.
- Continue to create and disseminate the eLearning Newsletter, published in December, 2022 and May, 2023 in coordination with Nishat Faruqui, QCC Web and Application Services
- Maintain website with meeting minutes and agenda: The eLearning Committee webpage was jointly managed by the Committee chair and secretary
Committee recommendations for upcoming year
- Develop and disseminate guidelines, standards, and best practices in online instruction to the College;
- This continues to be developed in conjunction with CETL, and the Academic Development Committee.
- Coordinate with the Steering Committee secretary to address Bylaws Charges.
- Continue to provide standards for assessment of the quality of online course instructional designs, reviewing and revising these standards as needed.
- In conjunction with OET, the ADC, and CETL, the Committee may want to review standards for assessment of various modalities, such hybrid (PNT) and hyflex, including the application of the ACUE and QM Rubric.
- Work on the assessment process and criteria related to the eLearning program of the College and report findings to the Academic Senate
- Assess online courses to ensure parity of student success with in-person courses.
- Work on this continues each semester as committee members have contributed to programs such as CETL, HYFLEX, QM, and ACUE. We will continue to report on these programs and develop guidelines for use.
Individual member contributions and thanks
It was a pleasure to serve as Chair of the eLearning Committee for the academic year 2022-2023 with Punita Bhansali, Merlinda Drini Prelvukaj, Zhou Zhou, Fei Ye, Humberto Morales, Celia Sporer, Shenaz Ida, Daniel Garbin, and Gabriel Lataianu. Special thanks go to Punita Bansali for serving as Secretary. Our non-voting members were Zivah Perel Katz, Sandra Palmer, Margot Edlin, and Denis Bejar who again provided the latest IT and CETL information. Also special thanks to Nishat Faruqui for her assistance with the eLearning Newsletter.
Committee Chair Monahan and Secretary Bhansali attended online training for the using the recap program to update the committee webpage and add agendas and minutes. Dr. Monahan also attended the workshop on adding an Addendum to the committee webpage. Dr. Monahan provided instructions to the committee on how to post and publish the eLearning Newsletter.
During the fall, 2022 semester, we met on the second Thursday of each month via Zoom at 3:10 (changed to 4:10 in November, 2022 to accomodate new member). In the Fall semester, we met on Sept 8, 2022; Oct. 13, 2022; Nov. 10, 2022; and Dec. 8, 2022. In the Spring semester, we met on March 8, 2023; April 26, 2023; and May 18, 2023. Minutes were recorded by Dr. Bahnsali and uploaded onto the eLearning Committee webpage via Cascade.
Three members’ terms expired at the end of the Spring semester, including Punita Bhansali; Merlinda Drini Prelvukaj; and Celia Sporer. I am grateful for their work on behalf of the Committee. The April meeting saw myself re-elected as Chair and Shanaz Ida elected as secretary. The three new members are Emily El Halouani (Marketing & Communications), Barbara Frary (Business), and Mohammad Javdan (Biological Sciences & Geology).
Moving forward, with a year in as Chair, I hope to build upon our past work in order to achive our charges. Thanks to all for your ongoing contribution to this committee and QCC.
